The SCJ Plenary Session Submits Interview Protocol for Vulnerable Individuals for Public Comment

The Plenary Session of the Supreme Court of Justice (SCJ) decided to conduct a public consultation process regarding the proposed resolution on the protocol for the operation of interview centers for vulnerable individuals, victims, or witnesses of crimes.

The proposed regulation aims to establish an operational framework for obtaining statements from vulnerable individuals, victims, or witnesses in a judicial proceeding through a single interview, which serves as evidence gathered in accordance with human rights and due process.

These interviews will be conducted via closed-circuit television, a Gesell chamber, or other technological means, ensuring full respect for the rights of the parties involved in judicial proceedings—and, in particular, criminal proceedings—and effective judicial protection for them, thereby strengthening the fundamental purpose of the justice system.

The Interview Centers provide services based on the principles of accessibility, due process, human dignity, equality, non-discrimination, and respect for diversity; the best interests of the child; non-revictimization; reasonableness; privacy; confidentiality; and integrity.

The public consultation on this document begins on the 17th from June through July 17, 2024 and comments and recommendations should be sent to the following email address:[email protected], For more information, please contact the General Secretariat of the Judicial Council (CPJ) at 809-533-3191, ext. 2240.
