Justice Maite Oronoz, Chief Justice of the Supreme Court of Puerto Rico, emphasized the importance of incorporating a gender perspective to promote equality and prevent gender-based discrimination. <\/p>\n

The judge made this remark while speaking on the panel \u201cAn Intersectional Perspective on the Judiciary,\u201d alongside Judges Martha D\u00edaz Villafa\u00f1a, president of the Civil and Commercial Chamber of the Court of Appeals of San Francisco de Macor\u00eds, and \u00c1ngela Russo, of the Supreme Court of Justice of Panama, as part of the 2024 Judiciary Conference. <\/p>\n

Oronoz noted that it is from this perspective that we must consider how we want to shape the judiciary of the future. <\/p>\n

He noted that such a justice system cannot be established without considering inclusivity as part of access to that service.  <\/p>\n

\u201cI believe that if we truly want to make a difference, we need to design an inclusive system that serves the populations and groups that have historically been rejected or excluded from the services we provide in the judicial branch.\u201d. <\/p>\n

She explained that the concept of a gender perspective is not new, as it emerged more than 50 years ago at a United Nations (UN) conference on women. <\/p>\n

She defined the gender perspective as a tool for incorporating women's interests into the concept of development in order to counteract policies described as gender-neutral. <\/p>\n

He stated that diversity as the norm \u201chelps us view the law from a different perspective and with greater empathy, adjudicating each case according to the individual\u2019s circumstances.\u201d He further noted that the mandate of equality requires those who administer justice to deconstruct the way the law has been interpreted and applied. <\/p>\n

It promoted the implementation of public policies within the Judiciary and sought to ensure that the services provided are as equitable as possible.    <\/p>\n

For her part, Martha D\u00edaz Villafa\u00f1a stated that gender discrimination can also coexist with other forms of discrimination based on ethnicity, social status, economic status, educational background, or any other specific characteristic. <\/p>\n

She defined intersectionality as a means of reducing barriers to access to justice. <\/p>\n

He reported that the Judiciary has tools that incorporate an intersectional perspective into the administration of justice. <\/p>\n

\u201cThat is why, since 2007, we have had a Gender Equality Policy in the Judiciary, which was subsequently implemented through regulations governing the operation of that policy and regulations governing its application.\u201d. <\/p>\n

He also explained that these measures will help reduce barriers to access to justice, taking into account the specific circumstances of various groups. <\/p>\n

He explained that the judicial branches of the Dominican Republic and Puerto Rico have developed a project on gender intersectionality in connection with this year\u2019s Ibero-American Judicial Summit, which brings together the chief justices of the 23 countries in the region. <\/p>\n

He said that the new order ensures that neither a person's gender nor their sexual orientation can be grounds for exclusion.  <\/p>\n

Finally, Judge \u00c1ngela Russo emphasized the importance of the judicial branches continuing to meet through the Ibero-American Judicial Summit to explore ways to address access to justice and gender discrimination. <\/p>\n

He recalled that the Summit established the 100 Rules of Brasilia in 2008, which serve as a guide to help people gain easier access to justice. <\/p>\n

\u201cThere is an apparent neutrality in the law. Our constitutions state that we are all equal before the law, but in reality, that is not true when it comes to practice, and as has been said here, the judiciary needs the trust of those who use the system.\u201d. <\/p>\n
