{"id":2545,"date":"2025-02-24T00:06:27","date_gmt":"2025-02-24T00:06:27","guid":{"rendered":"https:\/\/poderjudicial.gob.do\/?p=43045"},"modified":"2025-02-24T00:06:27","modified_gmt":"2025-02-24T00:06:27","slug":"justice-receives-the-judicial-city-of-santo-domingo-east-from-the-government-will-begin-a-gradual-opening-plan","status":"publish","type":"post","link":"https:\/\/jnlopez.com\/en\/2025\/02\/24\/justicia-recibe-del-gobierno-la-ciudad-judicial-de-santo-domingo-este-iniciara-plan-de-apertura-gradual\/","title":{"rendered":"Justice receives the Santo Domingo East Judicial City from the government; it will begin a gradual opening plan\u00a0"},"content":{"rendered":"<div><img decoding=\"async\" data-src=\"https:\/\/poderjudicial.gob.do\/wp-content\/uploads\/2025\/02\/Henry-Molina-presidente-de-la-suprema-corte-de-justicia-scaled.jpg\" class=\"ff-og-image-inserted lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\"><\/div>\n<p>The Ministry of Public Works and Communications (MOPC) delivered the building that will house the Judicial City of Santo Domingo Este to the Judiciary, the Public Ministry, and the Public Defense, in a ceremony led by the President of the Republic, Luis Abinader.&nbsp;&nbsp;<\/p>\n<p>During the meeting, the Chief Justice of the Supreme Court of Justice (SCJ), Henry Molina, asserted that, with the launch of the opening plan for the Judicial City, \u201cwe reaffirm the principle that must guide every transformation effort in our system: putting the person at the center of justice.\u201d.&nbsp;<\/p>\n<p>With the handover of the Judicial City of Santo Domingo East, \u201cin a short time the era of shipping containers will be left behind, of hearings held in poorly lit courtrooms, with stifling heat, where witnesses and victims together\u2014and sometimes defendants\u2014wait hours for a justice system that always seems on the verge of collapse.\u201d.&nbsp;<\/p>\n<p>Molina also maintained that \u201cit will be the end of detainees arriving in inhuman conditions and then being overcrowded in improvised cells, where the smell of hopelessness is stronger than that of dampness. The end of exhausted judicial police officers trying to impose order amidst disorder is approaching, while family members cry in the hallways of impotence, also victims of bureaucracy.\u201d.&nbsp;<\/p>\n<p>In that sense, the president of the SCJ stated that this building is not just a physical space, but the reflection of a new judicial culture based on efficiency, transparency, and dignity. Its design responds to the high demand for cases, leaving behind shipping containers, precarious courtrooms, and inhumane overcrowding. Here, justice ceases to be a suffocating chaos to become an agile and dignified service for all.&nbsp;<\/p>\n<p>Likewise, Henry Molina stated that the new structure also means that the backlog of cases must be reduced and that victims will find timely responses. That proceedings will be more agile and that judges will have the necessary tools to administer justice in a timely manner, and that every person who crosses these doors will be treated with respect and fairness.&nbsp;<\/p>\n<p>\u201cIt also means that the <strong>justice must be at the service of the people<\/strong>, not on the margins of society. Inaccessible, slow, or distant justice is justice that loses its reason for being.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n<p>For his part, the Minister of Public Works, Engineer Deligne Ascenci\u00f3n, explained that when he took office in 2020, they found that construction of the Judicial Complex was 20% complete and had practically come to a standstill; so after analyzing the project and taking into account technical opinions from the Judiciary and the Public Prosecutor\u2019s Office, they committed to delivering a building that meets high-quality standards.&nbsp;<\/p>\n<p>\u201cFinally, with great satisfaction, we are delivering the largest and most modern building for public institutions constructed by any government in the last 50 years. Since the construction of the buildings that house public offices around the Plaza de la Bandera, an investment of the magnitude allocated for the construction of this Judicial City had not been made,\u201d the minister stated. &nbsp;<\/p>\n<p><strong>How the SDE Judicial City will be enabled<\/strong>&nbsp;<\/p>\n<p>The Judiciary plans for the Judicial City to begin providing services gradually in the second half of 2025. Bidding processes are currently underway for the outfitting of service, jurisdictional, and administrative areas, as well as the acquisition of furniture and technological equipment, in accordance with the provisions of Law No. 340-06 on Procurement and Contracting of Goods, Works, and Services, and its application regulations.&nbsp;&nbsp;<\/p>\n<p>This Judicial City will serve as the service delivery model for the justice system and will act as a training center to replicate it throughout the rest of the country.&nbsp;&nbsp;<\/p>\n<p><strong>About the work<\/strong>&nbsp;<\/p>\n<p>The building will be the first judicial city in the Dominican Republic to separately bring together the Judiciary, the National Public Defense Office, and the Public Prosecutor's Office, and will impact a population of 2.9 million inhabitants with access to a quality, timely, and efficient service.&nbsp;&nbsp;<\/p>\n<p>This is the first work of its kind, which will serve as a regional benchmark and a model for those to be built in the other judicial departments of the country. The building was constructed on a 15,346-square-meter plot with a 62,632-square-meter structure, and features four levels and a basement for parking. It exhibits contemporary architecture, the use of clean lines, glass, integrated technology, and a commitment to sustainability.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<p>Likewise, it will feature a large central atrium that will divide the modules of the Judiciary, the Public Defense, and the Public Prosecutor's Office. The blocks designated for the Judiciary include 22 hearing rooms for criminal, civil, and labor cases, and a Justice of the Peace court, a user service center, a mediation center, an interview center, and 109 judges' offices.&nbsp;<\/p>\n<p>In addition to the president, participants in the activity included the chief magistrate of the Constitutional Court, Justice Napole\u00f3n Est\u00e9vez;
